New version of IXR

Announcing beta 1.5 of IXR, the Incutio XML-PRC Library for PHP. The library has undergone a complete restructuring and has a much cleaner design as a result. It also has a huge stack of new features, including:
- Built in support for system.getCapabilities
- Built in support for system.listMethods
- system.methodSignature and system.methodHelp are supported in an extension class
- system.multicall is implemented in both the server and extended client classes
- Follows the Specification for Fault Code Interoperability
- Documentation—lots of it!
