Not being in SF already is no problem at all—demand for talented developers is crazy high, so provided you are a great developer the fact you would need to relocate won’t be a barrier.
If you do travel to SF for the job fair, make sure you get as much out of the trip as possible—try to line up some in-person interviews with companies that look interesting to you in the days before and after the event itself.
