MacPorts doesn't _require_ su rights since 1.6.0 (I think, might be 1.7.0 though). It's not very well tested, but the core feature is there.

Try out Gentoo Prefix http://www.gentoo.org/proj/en/gentoo-alt/prefix/. It bootstraps a whole gentoo system in your home folder and uses gentoo's 'emerge' package manager.
