If we want people to have the same degree of user autonomy as we’ve come to expect from the world, we may have to sit down and code alternatives to Google Docs, Twitter, and EC2 that can live with us on the edge, not be run by third parties.

That is something the Globus Alliance has been working on for quite a few years now (mainly, an alternative to Ec2). Globus has a working alternative in the Globus Toolkit...anyone can run their own cloud and clouds can be clustered.
Identi.ca is an open source alternative to twitter :)
As far as goolge docs...I'm not sure of any alternatives right now.
