I had alway wondered why IE appears to work so fast sometimes (not that I am at all unhappy with the speed displayed by Phoenix). Now I know—unsurprisingly, IE and IIS are cheating. Read the explanation here (via mpt).
I know you have no clue on what is actually going on at the TCP/IP level, cause it is not the standard as you probably don't know, but certainly this is not cheating. Only idiots will label an optimization at that level with something like that. By the way, many researchers, programs use similar techniques to optimize the speed of the TCP/IP.
