Who has been teaching users that it's OK to give their e-mail password out? Quechup is the first site I've heard of that asks for it (aside from Google services asking for my Gmail password).

I've seen this behaviour on Facebook, Twitter, Yahoo! Mash and Dopplr just in the past few days. All of them want my webmail username and password so they can log in and scrape my address book for potential contacts.
LinkedIn does it as well, but at least their screen clearly states that you can use that feature to "see who's linkedin", not to invite them all.
